PURPOSE:To improve the processing efficiency of an OCR by making an FC corresponding to an ID number data having a high appearance frequency resident independently of the order of processed sheet to a format information area of a main storage unit so as to reduce number of times loading the FC to the main storage unit from a medium. CONSTITUTION:When number of times of appearance of a given ID number data is counted by the ID number and the ID number data of logical 1 is given, and when the main storage unit has an idle area, the DC corresponding to the ID number data of logical 1 is loaded to the idle area by a load means 6 and when no idle area exists in the main storage device, the ID number data having the minimum count in the counts of each ID number data loaded to the main storage device is decided to destroy the area of the main storage device to which the FC corresponding to the ID number data is loaded and the FC of the IP number data of logical 1 is loaded to the area. Since the FC with less operating frequency is excluded from the format information area, the format information area is used effectively.
