PURPOSE:To improve construction efficiency and durability, by a method wherein a resilient laminar surface part having large holes is formed integrally with the upper side of a resilient laminar bottom part having plural holes, and a fiber-reinforced layer is buried throughout the whole surface of the bottom part. CONSTITUTION:A resilient surface part 3, having large diameter holes 7 with the same central axis as that of a small diameter hole 5 and size larger than that of the small diameter hole 5, is formed integrally with the upper side of a resilient laminar bottom part 2 having plural vertically extended-through small holes 5. A fiber-reinforced layer 6, such as canvas, is buried about throughout the whole surface of a bottom part 2 to form a river-bed protecting body 1. The protecting body 1 is laid over a river-bed and is secured to a river-bed 9 by means of anchor bolts 10 respectively extended through the small diameter holes 5 and the large diameter holes 7.
