The reader is incorporated into an apparatus for distributing a service or product by flat-rate prepayment. The card 1 contains cells 12ij each representing a flat rate. Each cell is constituted by a unidirectional element, such as a diode or a transistor, which is electrically destructible in an insulation, having two terminals linked to two surface conducting studs 12Li, 12Cj on the card 1. In the reader, means connectable by sensors to the surface studs 12Li, 12Cj forming terminals of memory cells 12ij, successively modify, by electrical destruction, unidirectional elements which are in an operating state in the memory cells of the card in insulations as the flat rates are debited. <IMAGE>
