PURPOSE:To make plate passing simple and easy in a looper device made up of plural fixed rolls and moving rolls by placing moving rolls outside of fitting position of fixed rolls and passing the plate, and forming a looper by shifting of moving rolls. CONSTITUTION:With moving rolls 2 positioned outside of fitting position of fixed rolls 1 of a looper device, a wire rope 7 attached to the tip of a band steel plate 5 is wound by a winch 16 and passing is made. Moving rolls 2 are pulled between fixed rolls 1 by traction of the truck of the winch 4 to form a looper. As moving rolls 2 are outside of fixed rolls 1 plate passing becomes very simple and easy, and no damage is given to the band steel at the time of passing.
