PURPOSE:To attain efficient data compression of a color pseudo intermediate gradation picture and a color multi-value picture without giving any change to the MH coding algorithm by applying conversion processing before and after the standard MH coder and decoder. CONSTITUTION:A picture signal is subjected to forecast at a forecast converting circuit 1 by using a picture signal coded already as a reference picture element and the result is converted into a forecast error signal Y and a forecasting state signal S. The forecast error signal Y undergoes arrangement conversion at each block by an arrangement converting circuit 2 and becomes a forecast error signal U subjected to arrangement conversion. The forecast error signal U subjected to arrangement conversion is converted into a smoothed signal V by a smoothing circuit 3. The smoothed signal V is subjected to run length coding by a run length coder 4 by using the run length code of white/black level. The compression code C obtained by the run length coding is sent to a transmission line or a file memory.
