PURPOSE:To obtain an information recording and reproducing device having a high recording density and a short access time by changing a recording or reproducing speed corresponding to the position of a recording medium and setting said speed constant with respect to the prescribed information. CONSTITUTION:When information is recorded in some sector, the address signal 9 of the sector where information is recorded is transmitted to a clock generator 6 from a controller 5. When the signal 9 enters a data converting circuit 12 and is D/A-converted by a next-staged D/A comparator 13, it is converted into a signal at a voltage in proportion to the radius of the recording device. The D/A-converted signal is applied to a voltage controlled oscillator 14, and a recorded information 11 is read out of the controller 5 with the aid of a clock generated by the voltage controlled oscillator 14. Then the information is modulated with the clock as a reference one, whereby the information can be recorded in a data area at a clock rate in proportion to the radius of the recording position.
