PURPOSE:To enable uniform temperature control of the inside of a room which is a large space without being affected by installed things, by streaming hot or cold water within a building column. CONSTITUTION:As for a building column 3, a water feed special part 3a is formed by clogging the top and bottom of either a steel pipe column or thick aluminum pipe column with waterstops 6, 6' and an upper pour and discharge port 7 and a lower pour and discharge port 7' are provided on an upper part of a column side wall 3b of the upper waterstop 6 and the lower waterstop 6'. Hot water prepared at a heat source part 8 is sent to a changeover part 5 by a pump part 9. The hot water from a supply part 4 is sent to piping 11 by making the piping 11 and supply part 4 and piping 12 and the supply part 4 into communicating states respectively by changeover valves 13, 13'. The hot water from the changeover part 5 is entered into the water feed special part 3a of the building column 3 through the upper pour and discharge port 7 by passing through the piping 11 and flows to the lower pour and discharge port 7'. Heat of the hot water is transmitted to air on the circumference of the building column 3 mainly through radiation, the air is heated, hot water in the column is turned into cold water through heat exchange and flows to the lower pour and discharge port 7'.
