PURPOSE:To collate and judge accurately even when there is an obscure part and the like in a part of a seal printing an a collation rate is low in this area by calculating the collation rate of the seal printing every zone divided into plural sections, and displaying the result. CONSTITUTION:A collating information collecting section 50 inputs a data from a reference seal printing frame memory 41 to obtain the number of total bits A of a data '1' within a predetermined area, inputs a data from a cellating seal image frame memory 42 to obtain the number of total bits B of the data '1' within a predetermined area, and inputs a data from both frame memories 41, 42 to obtain the number of bits total C of a data '1' registered in the same address in a predetermined area, respectively. The number of total bits A, B, C every area S1-S4 are inputted, respectively, to a CPU-1 through a buffer 63. The CPU-1 calculates a collation rate of the reference seal printing and the collated seal printing from this data every area.
