PURPOSE:To attain smooth switching by providing a storage means storing control information read from a recording member of a communication controller, reading the control information from the recording member at application of power, storing it in the said storage means and using the control information at spare switching. CONSTITUTION:A communication controller CCU10 being a spare device records the address of the device and control content of each line to a flexible disc FD14 in advance and gives a function writing the said information of the FD14 to a device address storage means 13 and a line control information storage means 17 to a switching control section 12. When power is applied, the section 12 reads the control information from the FD14 and writes it to a control information storage means 18. In switching active CCU1 and CCU10, a switch control section 7 uses a switch section 8 to switch the connection with they line and gives a switching signal 20 to the section 12. Thus, the section 12 the device address of the CCU1 and the line control information to the storage means 13, 17 from the content of the means 18 to apply initial setting of the CCU10. In writing the information of the FD14 to the means 18, the property is checked and countermeasure is takes as required in advance.
