PURPOSE:To operate smoothly a system by informing a subscriber of a trouble of equipment at the up-stream when the trouble occurs at the equipment of the up-stream. CONSTITUTION:To sent the data from a subscriber side unit 300 to a center 100 side by a subscriber, the data are stored in a control unit 200 once. The data are sent from the control unit 200 to the center 100, the center 100 detects the incoming of the data, returns the data to show that the data are received for a control unit 100, and a response time until then is set. A timer circuit 222 of the control unit 200 detects with a CPU221 whether or not the response from the center is executed within the response time after the data are sent to the center 100 side, and when the response is not executed, a CPU224 sends a command to drive a display device to a subscriber side unit 300. Thus, by driving the display device at the subscriber side unit 300, the subscriber recognizes that some abnormalities occur at the equipment of the center side.
