PURPOSE:To form a beautiful film only to a desired range, by cooling the part of a glass bulb other than the locally heated part thereof by air from the outside to prevent the charging of the cooled part and further blowing air to the part other than a coated part from a pipe within the glass bulb to prohibit the adhesion of a powder thereto. CONSTITUTION:A glass bulb 2 is placed on a rotatable support 1 and the predetermined range, for example, only the head part thereof is heated to 150-200 deg.C by the flame of a burner 3 while said bulb 2 is rotated. Air is blown to the part other than the predetermined range from the orifice 5 of a nozzle 4 to cool the same. Under this state, the fine powder dispersed in a stirring container is injected into the bulb 2 from the orifice of the nozzle 7 provided to the leading end of the pipe 6 provided in the glass bulb by air with pressure of 0.5-2.5kg/cm<2> while compressed air is injected from the orifice of the pipe 9 mounted around the pipe 6 to form an electrostatic coating film only in the predetermined range.
