PURPOSE:To uniformize the size of a liquid droplet, by providing a rotary inner cylinder having a large number of small piercing holes inside a cylinder so as to leave an extremely near distance from the inner surface of the cylinder by using the shaft of the cylinder as a rotary shaft. CONSTITUTION:A liquid to be formed into a liquid droplet is supplied into an inner cylinder 6 from a pump 11 through a pipe 12. The small holes 2 of a cylinder 3 and the small holes 5 of the inner cylinder 6 intermittently repeat a communicated state and a non-communicated state with the rotation of the inner cylinder 6. The liquid supplied to the inner cylinder 6 receives the action of centrifugal force only at the time of the communicated state to be discharged as liquid droplets to the outside of the cylinder 3. The liquid successively discharged from the small holes 2 of the cylinder 3 as a cut unit liquid line having an almost equal length and deformed into a spherical liquid by the action of surface tension. By appropriately selecting the diameter and length of the unit liquid line, a liquid droplet with a uiform particle size can be formed.
