PURPOSE:To improve the transient characteristic by gradually increasing/ decreasing the open loop control level to be fed to rotation regulating means under transient area from idle rotation area to non-idle rotation area. CONSTITUTION:Duty ratio operating means D for feedback controlling the rotation regulating means E on the basis of the difference between actual rotation to be detected through rotation detecting means B and idle target rotation to be operated through target rotation operating means C under idle rotation area of engine A is provided. Said means D will provide predetermined open loop control level to the regulating means E under non-idle operation area. The control level is gradually increased/decreased through control level correcting means F under transient area from feedback control area in idle operation area to non-idle operation area.
