PURPOSE:To prevent the fusion of particles by providing a combustion zone wherein blown-in inorg. composition powder is melted by a gas flame and a cooling zone wherein the molten particles are cooled and solidified, and communicating and connecting both zones in the vertical direction of a vertical furnace. CONSTITUTION:The raw material from a screw conveyor 12 is sent into an ejector 14 connected with an oxygen pipeline 15 and using oxygen as a forced feed gas. The raw material contg. gaseous oxygen is forced into a burner 23, provided at the top of a combustion furnace 20, by the ejector 14 through an oxygen-contg. material forced feed pipe 15, and spouted into a combustion zone A. The air, which is passed through an air cleaner 27 and cleaned, is sent into a cooling air feed part 28, and fed into a cooling zone B in the combustion furnace 20 to cool positively fused particles. A cooling water jacket 29 is formed on the periphery of the cooling zone B, a cooling water pipe 30 is connected to the jacket, cooling water 31 is filled into the jacket, and fused particles are cooled and solidified.
