PURPOSE:To reduce the manpower and to generate the softwares effectively, by writing the softwares to be offered to users on the memory device which can record plural number of softwares to be offered to users and then writing the software to be offered to a user on the medium to be offered to the user. CONSTITUTION:When a generation of a software to be offered to users is begun, an edit program 3 is executed, and the data necessary for the generation of the software to be offered to users comforming to the demand of users is read from an editing input library 1, basing on which the software to be offered to users requested by users is generated. Next, when the decision of whether or not there are users for whom the generation is necessary is not done, the software to be offered to users in a large memory device 4 is written on media 5 to be offered to a users. And then, the decision is done whether there is a necessity to write on the next media to be offered to a users, and if there is, the same procedure is repeated; and if there is not, the series of the action comes to an end. Thus, by writing continuously on the media offered to users, it is possible to reduce the manpower and generate the softwares to be offered to users effectively.
