PURPOSE:To eliminate a complicated deskwork processing and to attain the smooth circulation of information having different values, by settling accounts with the information rate for each user and each offerer of information through a communication network. CONSTITUTION:A user device 2 is connected to the 1st intra-network device 3 in a normal exchange connection via the 2nd intra-network device 4 and a communication network. The device 3 sets and stores previously the information charge amount to be paid by a user owing to the connection secured between a call given from the device 2 and an information offerer device 1 according to the contract made with the information offerer. Then the device 3 transmits the information charge signal stored previously to the device 4 via a signal channel of a communication network after the device 2 is connected to the device 3 via the device 4. The device 4 receives the information charge signal from the device 3 and extracts the information charge amount, etc. out of the information charge signal also to inform them to the device 2.
