The tape (11) applicator (10) has a frame supporting a fixed guide roll (16) at one end with its axis normal to the tape. A steering frame (19) is pivotally mounted on the frame with a pivot bearing allowing it to move in an arc. A first steering roll (17) is mounted on the frame above the pivot bearing so that the axis of the pivot bearing passes through the centre of the first steering roll. The tape path thus describes a right angle as it moves over the guide and steering roll. A second steering roll (10) is mounted parallel to, and spaced from the first. A roller bail has its axis parallel to a package cone (18) and a tensioner holds the bail surface with the tape.
