PROBLEM TO BE SOLVED: To provide a cleaning device, an image forming method and an image forming device by which cleaning performance is held over a long term and an excellent electrophotographic image is formed without causing an image defect in the case of using an organic photoreceptor and polymerized toner. SOLUTION: This cleaning device is provided with a cleaning blade for removing toner remaining on a cylindrical organic photoreceptor after developing the electrostatic latent image formed on the cylindrical organic photoreceptor with developer incorporating the toner and transferring a toner image developed by such development to transfer material from the cylindrical organic photoreceptor. In the device, the free length of the cleaning blade satisfies an inequality 1 (1/12)<=L/D<=(1/2) with respect to the diameter of the cylindrical organic photoreceptor, and a sheet type conductive member is installed on the upstream side of the cleaning blade.
