PURPOSE:To improve the response characteristics by performing a correction by proportioning the integrating operation relative to the difference between the set speed and actual speed by a function of the actual speed. CONSTITUTION:The set speed NS(S) and actual speed N(S) are inputted to an adding circuit 25, and its outputs is inputted to a series compensation element 26 comprising an integrating operation section 27. The output from the series compensation element 26 and the output from a feedback compensation element 28 are inputted to a subtracting circuit 29, the differential output from the subtracting circuit 29 and an external disturbance D(S) being supplied to an adding circuit 30, whose output is supplied to an element 31 having a transmission function of the fuel system. The feedback compensating element 28 comprises a proportioning operation section 32, a differential operation section 33 and an adding circuit 34. Since the transmission function N(S)/NS(S) does not include a proportioning operation section in this arrangement, the response characteristics can be improved.
