PURPOSE:To improve the maneuverability of a program forming device and to save a paper source by recording a document original picked up by an image pickup camera as a video signal and reproducing the video signal on a monitor when necessary. CONSTITUTION:All pages of the original of a script are picked up in each page and converted into video signals by the image pickup camera 1, indexes added to the video signals on the basis of a signal 200 outputted from a recording control part 3 and still pictures are stored in a still picture file part 2. To read out a picture, index data such as a script name necessary for reading and a necessary page are inputted from picture plane reading control parts 13, 23, 33 in respective display parts 5a, 5b, 5c to a file part 2 and a specific still picture is read out and temporally stored in picture memories 12, 22, 32. The stored information can be displayed on display monitors 11, 21, 31.
