PURPOSE:To compress color picture information sharply by converting and compressing three-dimensional color picture information consisting of R, G and B into two-dimensional color picture information consisting of lightness information V and hue information H. CONSTITUTION:Color picture signals separated into R, G and B are inputted to an A/D converter 3 through picture signal input terminals 201-203 respectively. The converted digital color signals are inputted to a converter 4 and an arithmetic circuit forms two digital signals consisting of the lightness information V and hue information H from three signals R, G, B and the two digital signals are temporally stored in a register and then outputted to a lightness information compressor 5 and a hue information compressor 6 respectively. The lightness information V and the hue information H compressed by respective compressors 5, 6 are synthesized as one color information synchronously with a transmission control part 7 and the synthesized signal is sent to a transmission line 8.
