PURPOSE:To make the equipment cheap in a down coiler in which plural blocker rolls in the outer periphery of a mandrel for strip winding are moved back and forther by the first and second driving sources, by specifying the movement of above-mentioned rolls. CONSTITUTION:The first and second oil pressure cylinders 5, 8 advances and retreats front and rear side blocker rolls R4, R3 in a body and moves only R4 respectively against a mandrel 1. Winding is started after making the gap between each roll R and the mandrel 1 nearly equal to the thickness of the strip S by a stopper 13 and an arm 14. After making one and half winding, and just before a stepped part A passes R3, R3, R4 are retreated by specified length by the cylinder 5, and immediately after passing R3 is advanced at a fixed pressure, and at the same time, R4 is retreated to a fixed position by the cylinder 8. When the stepped part A passed R4, the cylinder 8 is operated and R4 is advanced at a fixed pressure. This condition is maintained until the stepped part A comes just before R3, and shifted to the above-mentioned state of one and half winding. Blosker rolls 1, 2 are also controlled similarly.
