Draining valve characterised in that the pivoting pin 4 of the first valve 3 comprises a control lever 5 interacting, in the closed position of this first valve, with a locking device 13, 13, a link 14, 83 being provided between this locking device of the first valve and the second valve 8 in order to allow the closure of the second valve only when the first valve is locked and inversely, so as to allow unlocking of the first valve only after opening the second valve; c.
