PURPOSE:To prevent the generation of a duplicated picture image by replacing a picture element of a field before a luminance difference takes place into a picture element of a field after a luminance difference is produced when a luminance difference takes place to adjacent picture elements. CONSTITUTION:A video signal is separated by a luminance signal/chrominance carrier signal separating circuit 2 and the separated luminance signal is latched by a frame memory 20. The signal read from the memory 20 is formed into a harmonic component only by a filter 23 and the result is fed to a dynamism detecting section 25. When an original picture with frequent movement is inputted, a signal read out of the memory 20 in a period of a clock CLKphi is sampled in the period of a clock 1/2 CLKphi and latched to a latch 34. Thus, the picture element causing movement is not extracted.
