PURPOSE:To transmit a key code in a ciphering form depending on each terminal by encoding information which solves a terminal key code, storing it in a memory abd storing a decoding program in a ROM on a chip. CONSTITUTION:A transmission center 11 of satellite broadcast transmits a signal to a stationary satellite 13 via a parabolic antenna 12. A reception antenna 14 transmits a signal received from the broadcast satellite to a receiver 16 via a low noise converter 15. An IDU19 of the receiver 16 amplifies, detects the signal and outputs a signal of the base. A data processing circuit 20 extracts and processes a digital signal in the ouptut and applies it to a descrambler 21. The descrambler 21 switches inversion or non-inversion of an image and rearranges each bit of the sound digital signal and restores the result into the normal video image and sound.
