PURPOSE:To surely move in the moving-in/out member of the rotor of a pump, by connecting the discharged fluid passage of the pump to a working fluid container to keep the internal pressure of the container lower than the atmospheric pressure. CONSTITUTION:A negative pressure suction unit 15 sucks gas out of a working fluid container 14 through a suction pipe 15a to keep the internal pressure of the container lower than the atmospheric pressure. When a moving-in/out member 103 approaches a partition block 104, the internal pressure of a moving-in/out member drive mechanism 107 becomes negative so that the moving-in/out member fitted in the drive mechanism is sucked on a porous support plate 108. According to this constitution, the moving-in/out member 103 is completely moved in even in a pump's low-load operation at low discharge pressure.
