PURPOSE:To reduce effectively the occurrence of freeze out by controlling a threshold value on the basis of the decision result of a decision means which decides on the number of signal component in a vocal section in every unit section. CONSTITUTION:Voice detecting circuits 6-1-6-4 and 7-1-7-4 decide on a voice on the basis of a low and a high threshold level. The 1st vocal section quantity decision means 8 counts the number of signal components and a threshold level varying and sending means 10 increases the threshold level when the counted number of components exceeds a specific value.
