PURPOSE:To provide the titled composition having high and stable viscosity and moldable at a low temperature, by using a vinyl chloride resin having a specific water-content as a main component, and adding a specific amount of specific additive thereto. CONSTITUTION:(A) 100pts.(wt.) of a vinyl chloride paste resin having a water- content of <=0.3wt% is mixed and kneaded with (B) 40-100pts., preferably 60- 90pts. of a plasticizer (e.g. dioctyl phthalate), (C) 0.5-10pts. of a stabilizer (e.g. zinc stearate), (D) 10-70pts. of a filler (e.g. calcium carbonate, silica, etc.), (E) 1-15pts. of a gelling agent (e.g. silica aerosol), (F) 0.5-5pts. of a foaming agent (e.g. azodicarbonamide) and (G) a pigment. The viscosity of the obtained vinyl chloride plastisol is adjusted to 20,000-70,000, preferably 30,000-60,000.
