PURPOSE:To produce a billet having high quality without subjecting the billet to an additive treatment such as high-temp. and long-time heating or the like by maintaining the product of the thickness of a mold and the drawing speed of the billet at a specific value. CONSTITUTION:The product D.V of the thickness Dmm. of a mold 1 and the drawing speed Vmm./min of a billet 2 is maintained at <=1.0X10<5>mm.<2>/min in the case of drawing continuously the molten steel cast into the mold 1 from the lower part of the mold and producing the billet. The tendency to central segregation is thus decreased.
