PURPOSE:To reduce the thermal load required in a high temp. steam reforming stage by utilizing the remaining heat of flue gas for preheating methane-rich gas fed from a low temp. steam reformer to a high temp. steam reformer. CONSTITUTION:In a heat insulated low temp. steam reformer 3, hydrocarbon and superheated steam as starting materials contact with the 1st reforming catalyst under the 1st reforming conditions to produce methane-rich gas contg. H2, CO, CO2 and unreacted steam. The methane-rich gas flowing out of the reformer 3 is preheated by indirect contact with flue gas in the flue 6 of a heating furnace 5 in which an external heating system high temp. steam reformer 4 has been installed, and the preheated gas is fed to the reformer 4. In the reformer 4, the methane-rich gas contg. steam contacts with the 2nd reforming catalyst under the 2nd reforming conditions to produce H2-rich gas contg. >= about 50mol% H2.
