PURPOSE:To attain smooth switching between a working control system and a waiting control system with no sudden change by securing the coincidence between an output signal of the waiting system and that of the working system. CONSTITUTION:A flow rate signal 1 is transmitted through a function generator 36 to estimate a control signal 4. A deviation 35 is obtained between the output of the generator 36 and an output signal 35 of a waiting system, and the value obtained by multiplying the deviation 35 by a gain 37 is supplied to an integrator 34 via a switch 38. The switch 38 sends an integration gain 33 to an integrator 34 when a selection signal 5 is selecting a waiting system 3. While the integrator 34 integrates the input signal. The output of the integrator 34 is added to the value obtained by multiplying the deviation between the signal 1 and the set value 31 by a proportion gain 32 to obtain a signal 35. If a deviation is obtained between the estimated value of the signal 4 and the signal 35, the output of the integrator 34 is changed. Then an operation is performed to eliminate said deviation. Thus the coincidence is obtained between the estimated value of the signal 4 and the signal 35.
