The device for manufacturing envelope blanks is provided with means for advancing an endless web of paper through a horizontal section and with two sets of rotating cutting blades which are arranged on each side of the section through which the web passes. The blades cut sections out of each side of the web. The blades on each side of the section are mounted on a common shaft. Each set comprises at least three cutting blades. Each blade is attached to a blade holder which is, in its turn, mounted on the shaft in such a way that the angular position of the blade can be adjusted through 360 DEG in relation to the shaft. Each blade of each set is arranged opposite a similar blade in the other set, to form a matching pair, and the cutting profiles of the blades in each set are different and include a notch in each blade. The position of the common shaft in each case is also adjustable, so that the set of cutting blades can be optionally moved towards or away from one another.
