PURPOSE:To provide an oily ointment base having low temperature-dependence of hardness and suitable especially as an ointment for medical use, by compounding a hydrophilic polyglycerol fatty acid ester having restricted HLB value with an anionic surfactant, water and an oil-phase component at specific ratios. CONSTITUTION:The objective oily ointment base can be produced by compounding (A) 5-10wt% mixture of (i) a hydrophilic polyglycerol higher fatty acid ester having an HLB of >=9, preferably decaglycerol monolaurate, decaglycerol monomyristate, etc., and (ii) an anionic surfactant (e.g. sodium dodecylsulfate) at a weight ratio of 100:1-10, (B) 5-20wt% water and (C) 70-90wt% oil-phase component. The gel base gives excellent gel having low temperature-dependency of hardness and has excellent releasability of the drug compounded thereto.
