PURPOSE:To recognize characters written on a sheet of frameless paper effectively by enabling to change the size of position of cut area according to the result of recognition of a cut character picture. CONSTITUTION:The address controlling section 14 of an inputting section 1 controls cutting of the picture of partial area of an observed picture according to address information (c), (d) of cutting. The character picture pattern cut in the inputting section 1 is sent to a cutting controlling section 3. The address of character picture cutting is made basing on information from a recognizing section 2, and the area is made variable. Normalizing processing and blur operation are made on the cut character pattern in the recognizing section 2 of characters through a normalizing section 21 and blur operation section 22 and noise components are removed. A composite resemblance calculating section 23 makes collation by using composite resemblance method comparing the processed character pattern with the reference character pattern registered in a recognizing dictionary memory 24. The result of this recognizing processing is fed back to the inputting section as cutting information.
