This independent device is equipped with a locking means 10, 12, 2 preventing the actuation of the tip-up anti-panic bar 4 and with a means for cancelling its action and allowing it to operate freely once again. In the blocking position, it opposes the displacement of the anti-panic bar which controls the unlocking of the door. This blocking means 10, 12, 2 is connected to an electrical actuation device 7. It is subjected, moreover, to the action of gravity and of an elastic means 8 which permanently tends to return it to the position cancelling its action. The anti-panic bar can thus be locked electrically by remote control, but it will be free to operate whenever the electrical current is cut off deliberately and/or by a danger detector. <IMAGE>
