PURPOSE:To enable to close a blind as it is pushed down from outside but not to open even if it is raised from outside by pivotting the blind to be vertically moved in the front part round the rear part for opening and closing. CONSTITUTION:When an operation lever is taken and pulled backward, a rack 22 is moved backward by a rod 24 to rotate a pinion 18 engaged therewith anticlockwise. Then a shaft 13 is rotated to rotate a rotating piece 12 engaged with a pseudomorphic engaging part 15 of the shaft 13. Therefore, a rod 8 pivoted on the rotating piece 12 at a pivoting part 25 goes up, and the blind is opened round a shaft 5 to change air from a ventilation window 3. Then, when the blind 4 is pushed from outside, each part is rotated to close the blind. However, in the closed state of the blind 4, a line passing a pivot 10 and the pivoting part 25 is located more in the front side of the shaft 13, and the blind cannot be opened from outside.
