PURPOSE:To maintain a specified temp. of the waste liquid flowing in a preheater by providing a control device for the flow rate of the auxiliary steam to be supplied to the preheater in accordance with the flow rate of the waste liquid to be supplied to the preheater, the flow rate of distilled water and the temp. on the outflow side of the preheater. CONSTITUTION:The detection signals from a detector 114 for the flow rate of waste liquid, a detector 115 for the flow rate of distilled water and a detector 120 for temp. are inputted to a control device 121. The device 121 adjusts roughly the opening degree of a control valve 119 for the flow rate of auxiliary steam in accordance with the detection signal from the detector 114 when, for example, the operation mode of the distilled water is set at discharge. The device finely adjusts the opening degree to a prescribed opening in accordance with the detection signal from the detector 120, thereby controlling the flow rate of the auxiliary steam to be supplied. The control device adjusts the opening degree of the valve 119 in accordance with the detection signals from the detector 115 and the detector 120 when the operation mode of the distilled water is set to circulation.
