PURPOSE:To transmit all effective pictures to a receiving side without causing a failure due to head-cutting, by transmitting an ineffective signal immediately before a transmitting signal in case when an effective picture which a transmitting side desires to transmit exists in the beginning of the transmitting signal. CONSTITUTION:In case when a picture information on an original 1 is transmitted to the other receiver, a communication procedure signal is transmitted and received through a communication control part 7. In this example, an effective picture signal denotes a white and black information signal of one page portion of the original 1, an ineffective signal denotes a white and black information signal of a length portion of L2 from the rear of the previous page, a reading part 6 in case of reading the effective picture signal is the first reading part, and a reading part 6 in case of reading the ineffective picture signal is the second reading part. In case when the original 1 of a long size is divided and transmitted, a picture information immediately before a divided position is repeated and transmitted, therefore, head-cutting is generated in the part of an ineffective signal of the previous page. Accordingly, a shortage of the effective picture signal due to head-cutting is not generated, and the effective picture signal of one page portion can be transmitted to the other receiver.
