PURPOSE:To obtain a panel with a pad superior in its outer appearance from an artistic point of view by preventing a slip and a rise of a pad material, by making fusion welding of the pad material and the panel through a conductive resin sheet provided with a plurality of electrodes or a film. CONSTITUTION:An end part of a pad material 1 obtained by molding and cutting a complex sheet obtained by laminating the outer skin material 2 such as soft vinyl chloride on a foamed sheet 3 made of polyolefin resin such as polyethylene is inserted into a groove part of a thermoplastic plastics (example; ABS resin) panel 4 constituted by forming the groove part 5 swelling out on the back after mounting of conductive resin sheets 7, 7' (volume resistivity 0.1- 10OMEGA-cm or surface resistivity 2-30OMEGA/cm<2>) which is trimmed in a shape of a stationary part and provided with a plurality of electrodes 8, for example. Then the pad material is secured by welding thermally by electrifying through the electrode of the foregoing conductive resin sheet.
