The invention relates to a device for producing electrical energy using the swell. The technical problem posed consists in producing such a device which is simple, reliable, robust, and at a low cost price in order to power a signalling buoy. According to the invention, in this device which comprises alternators 12 connected by transmission means 17-21 to a rack 15 securely fastened to a balance bar 14 oscillating in the body of the buoy, the floating body is formed by a sealed box 1 fastened to the bottom of the water and enclosing an internal vertical tube 5 open at its bottom end and which houses the said balance bar 14 in the form of a sealed piston which can move freely in the said tube.
