A valve 10 is opened and an air pump 9 is operated to feed air to the chamber 6, and when a specified voltage of DC is impressed on the cathode 2 and the anode 3 from the power source 5, oxygen in the air is selectively reduced and consumed by the cathode 2 and the inert gas consisting essentially of the nitrogen is obtd. from a cathode gas outlet 8. Oxygen is obtd. from the outlet 11 at the same time.
