PURPOSE:To generate respectively efficiently hydrogen, oxygen and inert gas according to purposes by providing a water electrolyzing function and an air separating function to one electrochemical device. CONSTITUTION:An electrochemical device is formed of a porous cathode 2 joined to a cation exchange membrane, a porous anode 3, a water tank 4, a cathode chamber 6, an anode chamber 7, etc. Water is fed to the chamber 7 from the tank 4 of such device and when DC current is conducted from a DC power source 5 to the cathode 2 and the anode 3, electrolysis of water is caused and hydrogen is obtd. from a cathode gas outlet. Oxygen is obtd. from an oxygen outlet 11. A valve 10 is opened and an air pump 9 is operated to feed air to the chamber 6, and when a specified voltage of DC is impressed on the cathode 2 and the anode 3 from the power source 5, oxygen in the air is selectively reduced and consumed by the cathode 2 and the inert gas consisting essentially of the nitrogen is obtd. from a cathode gas outlet 8. Oxygen is obtd. from the outlet 11 at the same time.
