PURPOSE:To obtain a structural material formed with an inorg. layer around a composite body in a short time by disposing a composite body enclosing non- conductive solid waste with a wire screen and a conductive member so as to face each other in the sea water, connecting both to an external power source and conducting electricity thereto. CONSTITUTION:Non-conductive solid waste such as blast furnace or converter slag 4 or the like is sandwiched from both sides by using a wire screen 2 formed of mild steel, etc. to form a wire screen-slag composite body 6, which is then installed in the sea water. A conductive member such as a mild steel plate 12 or the like is installed oppositely to the body 6. The member 12 and the screen 2 are connected to a DC power source 14 provided above the sea in such a way that the former is an anode and the latter is a cathode. Electricity is conducted to both members at the adjusted current density. CaCO3, Mg(OH)2, etc. are thus deposited on the surface of the screen 2 so that an inorg. material layer 16 consisting essentially of CaCO3 is formed around the body 6. The structural material 17 obtd. by the above-mentioned method has a hard-to-strip inorg. material layer 16 and has substantial strength.
