摘要 PURPOSE:To stabilize an electric power system, by applying a prior output command for a DC/AC converter, and thereafter applying an output command for a fuel flow rate command to correct the imbalance of a fuel cell system. CONSTITUTION:The ratio of reaction in a fuel cell is about 80%. A gas having not reacted is utilized for combustion or the like in a reformer. The ratio of reaction in the cell be temporarily increased or decreased to increase or decrease the output of the cell beforehand at a short-time load fluctuation request. The flow rate of fuel gas or the like is corrected afterward against the imbalance in a power plant, which has arisen due to the increase or decrease in the output of the cell. For the correction, the difference between the outputs of a frequency detector 20 and a frequency setting unit 21 is multiplied by a matching factor, and the product is added to a load control signal by an adder 24. This is performed by utilizing the degree of margin for the capacity of the plant in which the coefficient of utilization of the fuel cell is not 100%. If the operation of the plant were continued through only such a control system, the imbalance between the operation and the quantity of fuel would increase. For that reason, the balance in the entire plant is secured through a delay circuit 25 and an adder 26.
