The invention relates to a water treatment installation flow rate regulator. According to the invention, the flow rate regulator is intended to be placed in a pool 2 for storage of the water to be treated and exhibits a screening head 5 held at the water surface by floats 6. The head 5 is extended by a tube 7 linked to an insert 8 fixed to the lower part of the tank 3. The tube 7 is articulated onto the insert 8 by means of a knee 9. According to the invention, the knee 9 is composed of a flexible sleeve 10 reinforced by an armature 11 composed of arms 13 fixed to the tube 7 and spars 12 fixed onto the insert 8 which are articulated. The invention will most especially find an application among installations for purifying waste water having large variations in flow rate. <IMAGE>
