PURPOSE:To secure the optimum response speed suited to a flow rate at all times by decreasing and increasing the speed gain when the flow rate is small and large respectively and setting the maximum speed when a temperature error exceeds a prescribed range. CONSTITUTION:A temperature detector 5 and a flow rate detector 6 are provided to a mixing path 4 between a hot water path 1 and a cold water path 2. The output signal of the detector 5 is supplied to a comparator 7 and compared with the output signal of a setter 8 where a desired temperature is set. Then the compared output signal is supplied to a control part 9. The part 9 drives the mixing valves 3a and 3b via a drive part 10 containing a motor, etc. In this case, the part 9 decides the speed gain, i.e., the ratio between a temperature error and the drive speeds of both valves 3a and 3b based on the output signal of the detector 6. At the same time, the valves 3a and 3b are driven based on the output signal of the comparator 7 and in response to said speed gain. While both valves 3a and 3b are driven at the maximum speed when the output signal of the comparator 7 exceeds a prescribed level.
