Arrangement is intended for producing a floor or paving tile with wear-resistance upper surface using plastics. The material of the upper surface is used to produce an envelope in the form of a tile, e.g. by injection-moulding, after which the envelope is filled by injecting another material followed by moisture-tight sealing. The envelope may be in polyester and the filling may be foam material possibly containing a filler. The envelope material may contain a dye and its upper surface may have an anti-slip relief.
