An operator 11 subtracts a main feedback signal 103, a control variable, from an objective value 101 and a subtractor 12 also subtracts a local signal 105 from the subtracted result of the operator 11 to output a control deviation signal 104. A main controlling element 13 consists of a PID operating element 131 fixed by the characteristics other than the dead time characteristics of a controlled system 2 and a primary delay element 132 and converts the control deviation signal 104 at its characteristics to output a manipulated variable 106.
