The base mixture contains an aqueous carrier and at least one quaternary ammonium compound of the formula I, <IMAGE> in which the substituents have the meaning given in Patent Claim 1, and optionally precursors of oxidation hair dyes, preferably having a p-component, coupling agents and alkalising agents. A two-component pack contains, separately from one another, the base mixture as one component and an aqueous oxidising agent solution as the other component. Before use for brightening or dyeing hair, the two components are thoroughly mixed with one another and the mixture is adjusted to a pH of 8 - 11, applied to the hair and, after a sufficiently long period of action, washed out. Hair treated in this way can be combed easily and has a smooth and soft texture and pleasant feel.
