The heat insulating shutter arrangement esp. for window apertures etc. comprises a pair of hinged panels made up of insulating material sandwiched between two outer faces. The panels are pref. mounted to a prefabricated frame which can be installed using existing shutter mounting points. The panels are pref. constructed out of a flame retardant or incombustible material which possesses good heat and noise insulation properties.
