A level foundation is established from blocks (20) and jointable longitudinal beams, and then the base (25) floor panels are wedged in to form a continuous shutter open at the top. A continuous reinforced ring beam (31) is cast in the shutter and then column pieces are placed on this to form vertical shutters for corner and intermediate columns.S The columns have vertical reinforcement which is tied to the ring beam reinforcement, they are load bearing, and they form supports for connecting the wall elements. The procedure is repeated at each floor level.
